Northeast Ohio Project Celebrates Renovation

Highland Place Apartments, a 30-year old development located in Conneaut, Ohio, recently received a complete rehabilitation and is currently a premier residential community on the shores of Lake Erie. The development team involved in the renovation was Millennia Housing Development, Inc; Sunshine of Warren-Trumbull Area, Inc; Millennia Housing Management, Ltd, American Preservation Builders, LLC; and Dimit Architects.

Originally constructed in 1980, Highland Place Apartments consists of 120 affordable and section 8 subsidized rental units designed to serve a range of households, with specific targeting to families with children in seventy (70) units and to elderly households (persons ages 62 years and older –or- those with a mobility disability) in the remaining fifty (50) units.

The redevelopment involved the rehabilitation of all 120 existing apartments. The apartment community contains 60 two-bedroom units in five (5) two and one-half story walk up buildings and 10 two-story three-bedroom townhomes in two separate buildings.

The elderly building has 50 units in a four-story elevator building. Additionally, the apartment complex has community gathering facilities in both the 50 unit elderly building and in a community room attached to one of the family townhome buildings for residents to congregate. The on-site office for the entire complex is also located in the elderly building. The property has 100% section 8 rental assistance and will receive a new 20 year HAP contract as part of the Mark-to-Market restructuring.

The renovation of the senior building included extensive façade enhancement and the addition of outdoor space. The interior features a fully renovated community room with fireplace reading area, computer center and kitchenette. Corridors were enhanced with new decorative lighting, carpeting, vinyl wall covering and ceramic tile flooring. In addition, laundry room upgrades, sitting areas on each level, and elevator modernization were included in the rehab. Individual units received new kitchens, bathrooms, lighting fixtures, window treatments and other improvements designed to make these units more functional as well as attractive to the existing and incoming residents.

The garden flat units received a complete makeover including all interiors, corridors, laundry rooms and exteriors. Full replacement of windows, heating and air conditioning systems, kitchens and baths, doors, intercoms and other major building components combined to give the buildings a “brand new” appearance. The adjacent 3- bedroom townhouses benefitted from new outdoor patio spaces, secure storage sheds and extensive interior remodeling and upgrades. New site amenities included a playground, covered mail kiosk, signage, landscaping and lighting. Additionally, a security system was installed site-wide.
